REFUGEES GRIEVANCE
An open letter to the
Home Secretary
Sir, We
regret to note that even those Libyan exiles who have
already been
granted refugee status in the United Kingdom are
still facing considerable difficulties in their occasional
dealings with
the Home Office, which is their primary recourse
as stateless
persons. Oddly enough, the situation seems to have
worsened
since the severance of diplomatic relations between
Britain and
the Libyan regime. Burdened
with so many uncertainties and anxieties, the life
of a refugee
is much too complicated as it is. Any excessively
long delay in
the processing of some application or other, for
instance,
could mean a very nerve-racking experience for such
a person,
especially in emergencies. Generally
speaking, we believe that the least harassment of
political
refugees anywhere is virtually a kind of victory for
repressive
regimes everywhere. And, although Libyan refugees
should neither seek nor expect any special favours, we
should think
they are entitled to some consideration of their
peculiar
circumstances. After
all, we remain the principal targets for Libyan
state-controlled
terrorism. Strict measures against terrorist suspects
should certainly not apply to the potential victims as
